enhance accuracy of an issue modification date

Description
The updated_on field of an issue is updated even for a maintenance/cleanup edition. It's not very clear and quite confusing for users, which are looking for a new comment to answer.
It could be enhanced with the following rules :- updated_on is updated only when a new comment is submitted.
