notification on contract's modification

Description
Actually, a e-mail is sent to the administrator of tosca, when a contract is modified.
to add :- notify the tam of the contract when it's changed (as a manager can change every contract)
- put an option to notify the internal ML ?

This is wrong !

The tam already received mail on modification of the contract
- put an option to notify the internal ML ?
after discussion: Don't notify the internal ML
